/api/admin/support/tickets/{id}/reply

POST /api/admin/support/tickets/:id/reply (support.reply): mails the reply through SES (503 mail_unavailable until set up).

Staff cookie session; permission support.reply. Write requests need same-origin JSON and X-Admin-CSRF from this session.
