Org-wide policy rules (policies.read)

GET
/api/v1/orgs/{id}/policies
Team authority: Owner/admin, manager, billing or developer (policies.read).
App integration: Returns stored rules, defaults and the resolved organisation-wide result. Use effective values when explaining active restrictions; stored rules alone omit defaults or staff controls. For an individual, read their effective policy separately.
