Replace a member's override (admins; managers for members)

Team authority: Owner/admin; managers only for member-tier targets; plan with policies.

App integration: PUT replaces the member override map. Org-only keys such as developerAccess cannot be set here. Locked organisation rules and stronger rules from other memberships may still win.
